Summary
The Lubbock Metropolitan Planning Organization (LMPO) is seeking a mid-level GIS analyst/transportation modeler to work on travel demand modeling projects. The LMPO develops, operates, and disseminates the Lubbock Metropolitan Region’s single regional transportation model. The LMPO, in conjunction with its regional model and civic partners, has created a collaborative work environment with regional transportation groups and local stakeholders.

Essential Functions
• Develops and manages geospatial and tabular datasets. These may include parcels, addresses, street centerlines, traffic, or other data as assigned.
• Imports GIS data from other sources, translates GIS data from one coordinate system to another, generates various data formats from existing data, and scans, corrects, and uses imagery to validate datasets.
• Modeling travel behavior
• Statistical analysis of obtained data
• Automation of mathematical models via software implementation and programming
• Creating analytical techniques to use multiple transportation data sources in the form of large databases.
• Creating and implementing Geographic Information System (GIS) programs and methodologies for data analysis and preparation in transportation.
• Creating materials for analytical products
• Coordinates individual workflow and procedures, project tracking, map printing, and general administrative duties;
• Creates maps as needed;
• Perform related duties as required.
Qualifications
Completion of two years college coursework in engineering, GIS, planning, architecture, computer aided drafting, computer applications or a related field with an additional two years of related GIS, planning, architecture, computer applications or related experience; or any combination of relevant education and experience, such as completion of a bachelor’s degree in geography or related field, that provides the following knowledge and abilities:
Training in Esri ArcGIS is required.
At least one year of job-related experience in the areas of travel demand modeling, data analysis, and model development, experience may be gained during academic studies or professional experience.
Knowledge and Abilities
Knowledge of:
• The fundamental principles of geographic information systems, mapping, and database software, including spatial and attribute data;
• Advanced knowledge of Esri ArcGIS, Word, Access, Excel, PowerPoint, and photo manipulation software.
Ability to:
• Perform spatial analysis and map data representation;
• Create databases for new data on your own, including attribute assignment and geometry type determination;
• Determine the data properties and data layout for new data imports;
• Import GIS data from other sources;
• Edit and maintain existing GIS data;
• Create new data formats (such as shape files) from current data;
• Identify and execute specific queries in response to an analysis of a problem;
• Create Access databases;
• Design major map projects with sets for analysis;
• Understanding travel behavior modeling, either through experience or education;
• Understanding roadway network modeling, either through experience or education;
• Experience with land-use or demographic models, either through experience or education;
• Experience in computer programming for computation and analytics in one or more languages (i.e., Java, Python, C++, etc.);
• Experience or formal training in one of the major travel demand modeling software packages (i.e, TransCAD, Cube, Emme, Visum, etc.);
• Experience in design and application of relational databases;
• Experience in design and application of statistical modeling and concepts;
• Experience utilizing GIS software programs (i.e, TransCAD, ESRI, Post-GIS, etc.);
• Ability to explain analytical and technical subjects to staff in formal presentations, documents, and verbal communication;
• Ability to work independently and in a team environment;
• Ability to pay attention to details;
Physical Requirements
• Continuously lift and carry up to 10 pounds;

• Occasionally climb stairs and other inclined surfaces;
