Created by the State Legislature in 1970, the Metropolitan Transportation Commission (MTC) is the transportation planning, financing and coordinating agency for the nine-county San Francisco Bay Area. MTC devotes considerable energy to keeping the region’s transportation network functioning and to ensuring that the network delivers benefits to every Bay Area community. The Bay Area is served by 7 large transit operators (AC Transit; BART; SFMTA; Caltrain; SamTrans; Golden Gate Bridge Highway Transportation District; and Santa Clara Valley Transportation Authority) and approximately 20 smaller transit operators, that together (prior to the COVID-19 pandemic) provided more than 2 million passenger trips daily. The transit system is robust with 4,000-plus transit vehicles and over 15,000 full-time equivalent (FTE) workers.
The Metropolitan Transportation Commission is seeking a dynamic and grounded leader with creativity and vision who can act, lead, guide and direct daily operations across a new team focused on regional transit network management while also serving as lead staff for the Regional Network Management Council.
The Regional Network Management (RNM) Director is a key leadership position within this robust, diverse, and action-oriented regional organization and reports directly to the Deputy Executive Director, Policy. As a senior member of the leadership team with a cross-functional portfolio, the RNM Director is very important to the overall success of the Metropolitan Transportation Commission and to the coordination and delivery of customer facing improvements that serve multiple transit agencies.
This recruitment effort seeks top quality applicants that represent the best-of-the-best and possess strong management, problem-solving, analytical, communication and transit operating and program/project delivery skills, and a track record of establishing and maintaining trusted and collaborative working relationships with partner agencies, with a focus on Bay Area transit agencies.

SKILLS AND ABILITIES

Knowledge of:
• Familiarity with transit planning, policy and programs; customer-facing program design and delivery; Bay Area transit landscape including funding and governance; data analysis to inform decision-making.
• General understanding of fare policy and implementation; mapping and wayfinding design and implementation; bus transit priority planning, design, and project delivery; and other key action areas included in the Bay Area’s Transit Transformation Action Plan.
• Performance-based program monitoring including tracking and reporting of key performance indicators.
• Familiarity with communication and marketing and branding in support of customer relations, and communications activities for a public agency.

MINIMUM QUALIFICATIONS
Education: Completion of a Master’s degree from an accredited college or university in an appropriate discipline, such as public administration, business or related discipline is preferred. Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application. Alternatively, a Bachelor’s degree or equivalent combination of education and experience is acceptable.
Experience: Minimum of six (6) years of increasingly responsible experience effectively leading and managing a division or department doing related work. Experience should include a minimum of four (4) years senior management experience in agency administration, operations, management or similar position. Managing administrative support services; budget development, analysis and management; business or public administration; presenting to boards, commissions and/or committees, responding to public inquiries and requests, reporting to executive management.
Preferred Experience: Minimum of six (6) years of increasingly responsible experience effectively leading and managing a team or department in a relevant field. Experience should include a minimum of four (4) years senior management experience in program operations, planning, public policy, engineering, legislation/advocacy, communications, public affairs and/or coalition building; presenting to boards, commissions and/or committees, engaging and being responsive to the public, customers, and stakeholders, reporting to executive management. Specific and considerable experience with public transit operations, planning, funding, policy, and transportation and mobility issues is critically important as well as experience with the unique Bay Area transit landscape and system interconnectedness and autonomy. Additional professional experience should include elements related to project management, business, sustainability, social equity, and other quality of life issues.
License/Certificate: Possession of a valid California Class C driver’s license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Specific assignments and responsibilities include, but are not limited to, the following:
• Serve as lead staff for the Regional Network Management (RNM) Council and RNM Committee.
• Provide highly responsible and complex strategic and management support to the Executive Director, Executive Leadership Team, Transit Partner Executives, and the Regional Network Management Committee and, as appropriate, the MTC and transit policy boards.
• Oversee a staff of three to ten direct reports and work collaboratively and in coordination with numerous staff members within MTC and across multiple transit agencies in support of the Regional Network Management mission, vision and program delivery.
The RNM Director will be responsible for leading a team to advance programs and initiatives that will directly benefit present and future customers. An initial set of focus areas established for the RNM include fare integration policy; mapping and wayfinding; accessibility; bus transit priority; rail network management; and connected network planning.
Lead the RNM Team and Collaborate with other MTC/Transit Agency Staff in Support of RNM Activities
• Lead a team in support of the vision and mission of the Regional Network Management and be responsible for RNM activities including management of staff and oversight of consultants to ensure that results are accomplished efficiently and in accordance with acceptable standards for quality and technical integrity, and in compliance with applicable laws, regulations, policies, and procedures.
• Coordinate with other Directors and senior staff across the region’s transit agencies and MTC departments to ensure an integrated approach to RNM key focus areas. Lead the Section and encourage creativity, growth, and initiative. Ensure interactive communication and feedback through meetings with staff, collaborative projects, and measured outcomes.
• Direct and oversee the preparation of staff reports, administrative and technical reports, contracts, and other correspondence to ensure that applicable laws, regulations, policies, and procedures are adhered to.
• Respond to key performance indicators (KPIs) established to gauge program performance and benefits and make course adjustments as needed in support of continuous improvement and evolution of the RNM.
• Manage the development and implementation of section goals, objectives, policies, and priorities for assigned programs and services.
• Recommend section staffing levels; recommend and administer policies and procedures. Direct and participate in the development and administration of section budget and implement budgetary adjustments, as necessary.
Lead Staff to the RNM Council and RNM Committee
• Serve as lead staff to the RNM Council, which is comprised of approximately 10 GM-level Operators and MTC representatives who understand transit operations and can represent the interests of their stakeholders and provide leadership and critical input on regional policies.
• Serve as lead staff to the RNM Committee, which is a standing Committee of MTC that includes MTC Commissioners as well as several ex-officio transit representatives and a state representative.
• Coordinate and oversee staff support of meetings including agenda setting, packet production, and staff reports and follow-up.
• Develop and oversee the preparation of action plans, schedules and budgets for consideration, review, and approval by the RNM Council and RNM Committee, as appropriate.
Support the RNM Customer Advisory Committee
• Provide staff support to the Customer Advisory Committee, which is comprised of a group of stakeholders who represent the customer and can help inform decision-making with the customer in mind. The Committee will have approximately 17 members with roughly half from MTC’s Policy Advisory Council and half representative of stakeholder groups.
• Coordinate and oversee staff support of meetings including agenda setting, packet production, and staff reports and follow-up.
Strengthen Regional Partnerships and Collaboration
• Work collaboratively with executives and staff of the Bay Area’s transit agencies and other key partner agencies in support of the RNM mission and implementation of customer facing improvements for transit.
• Cultivate and maintain effective working relationships with elected officials, business community leaders, stakeholder groups, and partner agency staff.
