POSITION SUMMARY:
The Atlanta Regional Commission (ARC) is the regional planning and intergovernmental coordination agency that focuses on issues critical to the region’s success, including growth and development, transportation, water resources, services for older adults and workforce solutions. ARC is dedicated to unifying the region’s collective resources to prepare the metropolitan area for a prosperous future. This is done through professional planning initiatives, the provision of objective information and the involvement of the community in collaborative partnerships.
The Planning Coordinator will serve on the Multi-modal and Livability team within the Transportation Planning Department. The primary job responsibility will be to serve as staff lead for the agency’s bicycle and pedestrian plans and programs. The Planning Coordinator will facilitate implementation of recommendations from the regional bicycle and pedestrian plan (Walk.Bike.Thrive!), the Regional Trails Vision, the Regional Workbook for Complete Streets, Bike to Ride transit access strategy, and Safe Streets for Walking & Bicycling, and update those plans as needed. The position will also support the Regional Safety Strategy, maintain the regional bike/ped/trails inventory, convene the Regional Trails Roundtable, conduct data collection and analysis, policy research, bicycle and pedestrian project development and design assistance, and provide local government coordination and outreach.
The position requires a strong understanding of bicycle and pedestrian planning, design and policy best practices, and the relationship of bike/ped users and facilities to safety, traffic operations, land use and connectivity, climate change, environmental justice and transportation equity.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Leads planning work around bicycle and pedestrian safety, accessibility, and connectivity, which involves collecting and analyzing data, conducting policy research, partner coordination, and study management.
• Administers contracts for development of bicycle and pedestrian related plans and studies, including writing RFPs, conducting consultant selection, managing contracts, processing invoices, providing policy and technical guidance on plan development and community engagement, review and editing of deliverables, and shepherding through the formal adoption process. May also manage subcontracts or serve as technical advisor for bike/ped studies awarded to local governments.
• Facilitates the Regional Trails Roundtable, and supports regional trail planning work such as the Chattahoochee Riverlands plan and pilot projects.
• Co-leads the Transportation Planning Department’s safety planning efforts and co-facilitates the Regional Safety Task Force.
• Maintains the regional bicycle and pedestrian facility inventory and web map with support of technical staff;
• Coordinates with ARC staff on developing project selection criteria related to bike/ped, assists with policy development and document production for the Metropolitan Transportation Plan, supports the Livable Centers Initiative and Comprehensive Transportation Plans.
• Coordinates with local, state, federal, community partners and stakeholders on local and regional planning, and project level work. Serves as a subject matter expert, presents bicycle and pedestrian content at local and national conferences and peer exchanges.
• Performs duties as assigned to support multi-modal and livability transportation goals, and/or agency goals and objectives.
REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND COMPETENCIES:
• Knowledge of bicycle and pedestrian planning, design, and policy concepts and best practices;
• Knowledge of urban and regional planning, principles;
• Understanding of relationship between land use policy and transportation investments, and how they impact people and communities;
• Knowledge and understanding of what constitutes inclusive and equitable regional and community planning and engagement;
• Ability to manage multiple projects and work effectively independently, and as part of a team;
• Skills in collecting, analyzing and summarizing transportation data, and knowledge of advanced analyses within the transportation field;
• Ability to present to a variety of audiences, including planners; engineers; elected officials and ARC Board members; federal, state and local partners; community stakeholders and general public; as well as at national conferences and webinars;
• Possess strong problem-solving, and verbal and written communication skills;
• Proficiency in standard office software required; and skills in (or ability to learn) ArcGIS, Adobe InDesign, PowerBI and WordPress desired.
MINIMUM QUALIFICATIONS:
• Master’s degree in urban or regional planning, public policy or Administration, economics, architecture, landscape architecture or related field and
• Four years of professional planning experience.

• An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
PREFERRED QUALIFICATIONS:
• Master’s degree in urban or regional planning, public administration or policy, architecture, landscape architecture, civil engineering, or related field;
• Ten (10) years professional transportation planning experience
• Five (5) years professional planning experience with a local government or public agency
• Three (3) program management experience
• American Institute of Certified Planners (AICP) certification
