Minimum Qualifications of Education and Experience
Master’s degree from an accredited college or university in Urban or Regional Planning, Geography, Public Administration, or related field and three (3) years of experience in a similar position as listed in the work functions, which two (2) of those years in a leadership or supervisory role.
OR
Bachelor’s degree from an accredited college or university in Urban or Regional Planning, Geography, Public Administration, or related field and four (4) years of experience in a similar position as listed in the work functions, which two (2) of those years in a leadership or supervisory role.
Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver’s license and be free of any major traffic violations for the last three (3) years.
Desirable Qualifications:
Member of the American Institute of Certified Planners or eligible for membership within six (6) months of employment.
Nature of Work
Under general direction, assists in implementing the department’s strategic goals and objectives and long-range plans. Recommends policy, assists with the development of comprehensive plans, implements plans, and provides technical services and long-range projections for consistent area-wide planning. Leads staff and coordinates the daily activities of the planning department. May act in the absence of the director.
Examples of Work
Assists with the development and implementation of planning programs and manages operations. Strategically partners with division leadership to drive outcomes through impactful operations along with analysis, influencing, and action.
Oversees research planning studies and recommends development or zoning application approval or denial and recommend ordinance changes.
Recommends and authorizes hiring, transfer, suspension, promotion, discharge, assignments, rewards or discipline of employees, direction of the work and adjustment of other employees’ grievances on behalf of the employer.
Assists with and serves as the Executive Director of the Rochester-Olmsted Council of Governments (ROCOG).
Develops and implements department policies, procedures, and guidelines. Interprets and explains laws and regulations affecting Planning projects and programs. Assists with the implementation of planning and forecasting business models, frameworks, and processes.
Researches, analyzes, and makes recommendations related to Planning projects and programs. Prepares and directs the preparation of operational and technical reports; oversees special research and makes recommendations for financial objectives and priorities.
Monitors and approves expenditures and directs the preparation and implementation of budgetary adjustments.
Represents Olmsted County and attends and participates in pertinent meetings at county, state, and federal levels.
Performs related duties as assigned.
Knowledge, Skills and Abilities Required
Extensive knowledge of sound municipal and county planning practices and procedures.
Thorough knowledge of current trends in planning and housing on a state and national basis.
Thorough knowledge of the laws governing municipal, area-widen and regional planning in Minnesota.
Thorough knowledge of transportation planning and the rules and laws governing metropolitan planning organizations.
Knowledge of planning activities carried out in other areas of the country.
Knowledge of sustainable development, growth management, and environmental considerations as they apply to urban and rural development.
Skill in the use of computers and technology.
Skill in communicating effectively both verbally and in writing, including presenting to a variety of groups.
Skill in conducting and evaluating demographic and statistical analyses, modeling outputs, and other technical studies.
Ability to establish and maintain positive relationships with internal and external partners to work collaboratively, resolve conflict, and achieve results.
Ability to train, mentor, supervise and evaluate the work of others.
Ability to identify, analyze and solve problems and/or establish appropriate procedures to resolve problems.
Ability to organize/coordinate and prioritize departmental needs in an evolving, technology driven environment.
Ability to process detailed information accurately and rapidly.
Ability to exercise sound decisions within a framework of Federal, State, County, and Division guidelines.
