Transportation Planner
CITY OF BEND
The City of Bend’s Growth Management Division has an exciting opportunity for an experienced transportation planner to work within a small team whose focus is the future of Bend’s unique land use, and its transportation system. The ideal candidate is a specialist in this group with transportation planning and / or engineering experience in Oregon.
Primary responsibilities include a focus on the planning and programming requirements of Oregon’s Climate-Friendly and Equitable Communities rules, Oregon Statewide Planning Goals and Administrative Rules pertaining to land use and transportation, projects related to state regulatory requirements, and supporting the efforts of Growth Management and other divisions as time allows.

Position Overview
Under the general direction of the Growth Management Manager, this senior-level planner exhibits considerable knowledge of a variety of principles governing transportation planning, including modeling, financing, land use and transportation integration, transit operations, and bicycle and pedestrian planning and facility design, as well as demographic data. The planner will understand and be able to provide a local interpretation of federal, state and local laws, policies and programs that impact the City’s transportation planning, with an emphasis on the interrelationships between land use and transportation issues. A major work task will be updating the City’s Transportation System that includes a high degree of public involvement and outreach that involves coordination with boards and commissions.
This position will apply transportation planning principles in the design of programs and methodologies to address transportation problems for the Bend urban area in conjunction with decision-making boards and committees.
Functions, Duties and Responsibilities
The individual in this position is expected to engage in the following work-related activities.
* Works on transportation and land use projects that involve small teams. Updates and manages significant elements of the Transportation System Plan.
* Develops and guides through adoption any needed revisions of City ordinances, codes, goals and policies related to transportation and traffic management; serves as liaison to City, regional and state committees, including the Bend Metropolitan Planning Organization.
* Manages transportation and land use projects with consultant teams and City staff.
* Prepares applications for grants from other governmental agencies for transportation projects.
* Confers with City personnel, representatives of outside agencies, and the public regarding transportation matters; and participates in transportation planning studies.
* Determines methodologies, approaches, information resources and techniques to be utilized in the conduct of transportation planning studies and research.
* Analyzes current and future transportation and land use data to develop multi-modal plans and performance measures and to assess interactions between land use and transportation.
* Performs feasibility studies and refinement plans that use transportation and land use modeling, dealing with a variety of transportation issues such as performance measures, multi-modal projections, public transportation, air quality and land use, parking supply and utilization, and transportation-related capital improvement projects.
* Is familiar with forecasting, modeling, and projection methodologies.
* Develops and leads transportation and land use refinement plans.
* Participates in transportation financing analysis, studies, and strategies for refinement plans, master plans, or land use area plans.
* Other related duties as assigned.
Supervisory Responsibility
This position is a non-management position and does not encompass supervisory responsibility.
Knowledge, Skills and Qualifications
The individual in this position is expected to possess and exhibit the following knowledge, skills, and abilities.
* Maintain working knowledge of federal, state, and municipal codes, ordinances, regulations, practices and procedures related to the work.
* Thorough knowledge of transportation planning and land use planning, public involvement and traffic engineering principles. Knowledge of Oregon’s Transportation Planning Rule (OAR 660-012) is helpful, but not required.
* Effective communication skills, both oral and written; and the ability to establish effective working relationships with City departments, team members, consultants, citizens, developers, boards, and commissions.
* Experience with public engagement methods and techniques, including the ability to conduct and lead a range of public engagement processes such as large public meetings, smaller citizen committees, and electronic communication options.
* Maintain working knowledge of effective project management principles including strategic planning and the ability, knowledge, skills, and experience to lead and manage planning teams and projects.
* Experience with transportation models and other transportation and land use models is desirable.
* Prepare, read, analyze and interpret policy documents as well as complex financial reports and statements supported by statistical data and other documentation.
* Manage a high volume of tasks at one time, including organizing and prioritizing own work and the work of others, complete projects on time, and work under pressure.
* Work independently with minimum direction while also working as part of a team and collaborating with others.
* Maintain working knowledge of software programs such as Microsoft Office including Word, Outlook, Excel and PowerPoint and other interactive computer programs as well as operating common office equipment.

Education, Experience, Certifications and/or Licenses
Minimum Qualifications
* Bachelor’s degree (B.A./B.S.) from four-year college or university or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description.
* 4 to 5 years’ experience in a similar position and/or performing similar tasks.
* Current and valid driver’s license per City policies outlined in the Employee Handbook.
